'x' should gather more information about the issue, such as steps to reproduce, expected behavior, and actual behavior, and present this evidence to the developer or manager for further review and resolution

suppose u have raised one bug. you have posted to that concerned developer..he can't accept that is a bug. what will u do in the next stage?
