Any official who needs to be 'sworn in' will be required to
submit the resignation to the same authority who does the
swearing in. In this case also it is the same rule. A member
of parliament is sowrn in by the speaker and hence he
submits the resignation to the speaker.
The council of ministers is sworn in by the President and so
