X + Y = 240
3Y = 240
Y = 80
Nothing can be concuded further from point 1 alone

Now lets consider point 2 alone
number of X tickets purchased = 60% of X
= 0.6X = 1.2Y (since X=2Y)

number of Y tickets purchased = 80% of Y
= 0.8Y

total tickets purchased = 1.2Y + 0.8Y = 2Y
total number of tickets = X + Y = 2Y + Y = 3Y

% of tickets purchased = (2Y/3Y)*100 = 66.66%

Since "what percentage was purchased" is asked it means we obviously need the total number of tickets so PART 1 is needed.
Now, to determine the number of tickets purchased( Both X and Y) we again obviously need PART 2.
Alone no PART can give solution to problem.

So answer is C.

X=2Y
So, 3y=240.
X=80 and Y=160.
Now 0.6 of X is purchased so purchased ticket=96 and
0.8 of Y is purchased so here purchased ticket = 64.

%PURCHASED = (96+64)/240.

I think b should be answer.
as x:y=2:1 (given)
let x be 200 & y be 100.
now,60% of 200 is 120 and 80% of 100 is 80. Accordingly 200 out of 300 tickets were sold that is 66.67%.In this way 1) is not required .Also if we take x= 2y (x & y be tickets sold of concerts X & Y)
Tickets sold of x concert be 12y/10(60 % of 2y) and of y concert be 8y/10 (80% of y).total tickets sold are 2y out of 3y.It also gives you 66.67%.
