TDS (Tax deducted at source)is the rate of tax that need to be deducted by an assesee from the payment made to a party and deposit the same to the govt account.
Whereas Service Charges is the extra Charges paid by the assessee for enjoying a service.Kindly note Service Charges is not levied by the Government. It is Service Tax yhat is levied by GOI.

it is deduction of taxes where from the income is generated and regarding services to be taxed there are about 120 services which are taxed in India for provision of service tax
