No. Locking is one component of a full source management
solution. Source control is
designed to allow the administrator to archive and maintain
multiple file revisions. Many
source control applications also allow the administrator to
tag revisions, run revision
history reports, and other functions. Lock functionality
allows the user or administrator to
control who is working on a particular element at a
particular time.
