In webMethod 8.0 the developing part depends on Designer ratherthan Developer.And MyWebMethods server plays major role.
Apart from that there is no difference.
Its a small enhancement.

The new features in webmethods 8.0 over 7.1.2 are -
1.The Developer functionality is integrated in the Designer.
2.Creation of Business Rules
3.TN Console is deprecated, all the profiles,TPA's,Document Types and Processing Rules creation and management is now done through MWS.
4.Supports REST web Services development.
5.Designer has been updated with new eclipse version.
6. Supports BPMN 2.0 notation.
7. Broker supports basic authentication using username/password.
8. Browsing Capabilities for forward queue for remote broker.
