Fill 5 quart pail and transfer to 3 quart pail. you are
left with 2 quart of water in 5 quart pail.Then remove
water from 3 quart pail and transfer that 2 quart of water
to 3 quart pail. Refill 5 quart pail again and transfer 1
quart of water to already 2 quart filled 3 quart pail. you
are left with 4 quarts of water in 5 quart pail.

Fill 3 quart pail and empity into 5 quart pail, again fill
3 quart pail and transfer 2 quart to fill 5 quart pail. You
are left with 1 quart water in 3 quart pail. Empity 5 quart
pail and transfer 1 quart water from 3 quart pail to 5
quart pail. Fill 3 quart pail and transfer to 5 quart pail.
Now, you have 4 quart water in 5 quart pail.

The above answer from US Navy(retired) is based on the
assumption that the pails have quart marks. In that case, why
even one do it in two steps. Just fill in the 5quart pail till
4-quart mark. That's it. Tell the interviewer that your don't need the 3 quart pail ;)
Going by the question(literally) - it does not mention if the pails are marked. So one is free to assume.
But intellectually thinking, why even the interviewer would
ask such a question!!

Fill 5 quart pail with water and pour into 3 quart pail so
that 2 qts remains in the 5 qt pail. Dump the 3 qts.
Transfer the 2 qts to the 3 qt pail. Fill the 5 qt pail with
water. Displace the 5 qts of water with the volume of the 3
qt pail provided it fits. Now dump the 2 qts in the 3qt pail
into the 2 qts in the 5 qt pail to get 4 qts.

Like I do all the time when I swab the deck! Most pails
have quart markings. Fill 3 quart pail with water,
transfer to 5 quart pail. Fill 3 quart pail with another 1
quart of water, transfer to 5 quart pail (=4 quarts of
water in the 5 quart pail).
Be careful! This looks like one of those questions that
could have several answers, but the interviewer is looking
for the most simple one that saves time & supplies. Most
interviewers know if you are a math or engineer major from
your resume and know you can handle the math, but they want
to see how you would handle a simple task.
By pouring out water from the 5 quart pail, you are wasting
it...what does this tell the potential employer? You may
be a wasteful person (not resourceful), may overspend on
projects, can't handle simple common sense tasks, over
analyzer, and the list could go on & on. Most employers
(including the military) look for ways to save money, time,
effort, etc.
Remember "KISS-Keep It Simple Silly" and don't read too
much into the question for correct mathematical answers.
