In siebel we can create contact from contact screen.
in contact screen click new CONTACT and give the
corresponding information to compalete ur contact fields

There are many ways to create contact .
We can create the contacts directlyt in the contact screen
or under the Account screen we have contact view.we can
create the contact there..
