Rx level 0 to 63 is GSM unit. While -110 to -47 is dbm
Rxlevel unit of GSM. When we will add 110 to Rxlevel
[dbm],it will get convert into GSM unit 0 to 63.

0 to 63 is the total Pool in a network in which we can use Carrier frequencies and etc And -110 to -47 is power level of in which MS sensitivity work

ex: at level 40. it will convert to (-110+40= -70dbm).....

This relation is define on the bassis of TA report
If the value of TA is less Then Rx lev is also near by -47
dBm and the the last stage of getting signal in idea state
34.2Km apart we will get -110 dBm

in the case of idle the rx level check in the full
mode .that is count in idle .but in the dedicated mode we
check the 110 to -47.
by the way i dont know the proper answer of this.........
