1. I'll first check the hits/sec and connections per second graphs. if all the graphs have same curve, it means throughput up downs are because of varying load => hits on the server. you designed the scenario in such a way (could be intentionally or unintentionally)
2. If it is not the case, then go for server side graphs and analyse them thoroughly for any bottleneck.
