for cylinder we should consider the volume rather area..
volume of the small pieces ( uniqely) is 3.14*(.5)^2*20
volume of the large piece is 3.14*(1.5)^2*20
hence he no. of small pieces required will be ...
1.5^2 / 0.5^2 = 2.25/.5 = 9
