Until I know what "fast" is, I can never test this
requirement - nor can the customer accept it. Requirement
must be quantifable and measurable to test.

Yes this is most testable requirement in the final stage of
project release nothing but a process time it is taking to
get the details from the database.(performance wise)

responce nothing but the desired data.
