yes sucharge is different from vat, it is realted to IT.
the surcharge amount is not refundable but it can be
adjusted against our tax dues.

In any taxes Direct like Income Tax, or Indirect like VAT,
Excise etc., basic rates of taxes will be there. On any of
these taxes, the governments may levy Surcharge or Cess.
Surcharge of Cess is levied on the basic taxes. Whether
direct tax or indirect tax, refund provision will be there
in the relevant Act. (i.e Income Tax Act, VAT Act, Central
Excise & Customs Act., etc.)
