Surcharge is a tax on basic tax and is levied by the
governments to fund a specific programme or purpose. E.g. To
fund education or higher education, to fight natural
calamities like food, drought, etc. When Surcharge is levied
by a government, the purpose will also be specified & it
goes to a separate account of the government.
