The first comes is Communication skill, unless he should be
able to communicate clearly to all stake holders of the
project.
The next is Negotiation skill, if he can able to negotiate
and reduce the scope of work and able to get the resources
which he needs for the project, it is nothing like that.To
negotiate successfully he should be courageous and a
confident person.
