Intermolecular forces are the strongest when molecules have high polarity or dipole moments. This occurs in substances where there is an uneven distribution of electrons, such as water (H2O), where one end of the molecule has a positive charge and the other end has a negative charge. Additionally, the forces become stronger as the temperature decreases because the kinetic energy of the molecules decreases, allowing them to come closer together.
