When there's a network or storage issue, Oracle Clusterware writes to its local vote disk on each node to maintain information about the current status of the cluster and prevent split brain syndrome. Each node votes on whether it believes the cluster should be running, and if there is a disagreement, the node with the most votes will become the active node.
