The Arthashastra does not look upon politics as a branch of
philosophy. It keeps personal morality distinct from
public good and it is thoroughly practical and is only
concerned with the problems of governance of a state

In fact there is no comparison in the two treatise, because political, physical and social situations were different for the two. Kautilya or Chankya was the saviour, philosopher, guide and friend of Chandra Gupta Maurya. Maurya was the young king and Kautilya was his guru as well as the Prime Minister of the State. Plato's Republic was for Alexander who had a dream of winning the whole world and rule it. He was a bit successful in India but over all he was fascinated by Indian philosophy. So in my view there is no comparison in the two books.
