No, this is not possible. A one-rupee note can be broken into 100 paise (or cents), which includes 50 coins of 2 paise each. To have 50 coins without any 2 paise coins, you would need a total of 100 - 50 = 50 paise, which is impossible to achieve with a one-rupee note.
