IP (Internet Protocol) is referred to as a 'best-effort delivery' protocol because it does not guarantee the delivery of packets nor their order, but rather makes an effort to deliver them. This protocol focuses on routing and delivery of data packets across networks, without ensuring their error-free arrival or delivery in the same order they were sent.
