How vsam datasets are cataloged?

I dont have a clear cut idea about it, but as far as i know
VSAM datasets are cataloged using ICF. When a job using
VSAM files runs it checks the VSAM ctaloge first in STEPCAT
and the in JOBCAT if it is coded. If it is not found then
it will check in SYSTEM library
