I have done diploma and overall education is 10+3 years with work experience of 6+ years. Am i eligible for L1 B Visa ?

Hi, My education is Diploma in Mechanical Engg and Post diploma in Metallurgy (10+4 Education) , I have 10 years experience in Energy projects. Hi i a mechanical Engineer graduate(non CS/IT) passed in 2007.I have an overall experience of 2 yr and 2 months in an IT Company.I am working since last 1 year in the current project.Am i eligible to apply for L1B blanket(My exp. is less than 3 Years).My manager wants me to travel to TEXAS but my company says it required 3 yrs of exp. for L1B blanket.If i am eligible then what is the chance of getting my VISA approved?? My L1 Blanket petition got rejected stating the Reason - Not clearly approvable. The option that they have selected on the blue form is : Your blanket L-1 application is not clearly approvable under section 8 CFR 214.2 (I) (ii) (D ) and INA 101 (a) (15) (L). You may not reapply using the same petition, but may reapply as the beneficiary of an approved individual petition. Can someone suggest me what should be my next approach . What type of visa should i reapply for ?

HI all i have a total work ex of 4 plus years in some of the top IT companies of india. I have a btech in information technology. I was placed from college in 2006. I did my final year in 2006 but because of ill health was unable to give one paper which i gave in session 2007-2008. Now though my degree gives yr of passing as 2008 my total IT experience is 4 plus years. I need to go to US for project related work and my company is getting my L1 blanket visa stamped. Can i get a visa on the above criteria. Please let me know asap. any help would be appreciated
