Freame Relay is a high performance WAN protocol that
operates at the data link layer of OSI reference model.
Frame raley was introduced to used over ISDN interfaces, but
now a days frame relay is used over a variety of other
interfaces as well.

Frame relay define interconnection between frame relay CPE
(Customer-premises equipment)& frame relay switch. the
connection over carrier network is not define by frame relay.

No, frame relay is not a circuit switch switching
technology. It is used packet switching technology. frame
relay is connection oriented: so a connection must establish
before information can be sent to remote device. This
connection is provided by Virtual Circuit (VC).
