Right answer is 28 because in between the 6th & 20th person 13 chidrens are there half circle is cmpltd and another half one more 13 chidrens and along 6th & 20th person

since they are apposite to each(180 degree) half of the perimeter is covered.
for other half
14 + 14 = 28
