packet means that the connectivity between device a is
correct, for e.g. when we ping 10.1.1.1 and its genetated a
icmp packet as a reply.

The purpose of these control message is to provide feedback adout the problem in the communication environment and not to make IP reliable.

There are still no gurantees that a datagram will be delivered or a control Message will be returned
