Hi, I applied for B2 visa in Jan.. it was rejected.. i reapplied in april it was rejected again.. Should I apply for F1 now as I plan to takje up a course too.. or how long should i wait for applying??

I have reecived 4 other admits and only one reject(Had applied only to 6 univs.) I have to elder sisters , both are in the US., one is Green card holder and other is on H1B status. I have got rejected my visa after issuing it the next day.bcoz they found my toefl test as fake.they took my toefl test score card and made me to write a letter of agreeing this misrepresentation of document.they have returned my passport by putting a cancelled stamp on issued visa stamp.can i have any chances to get visa again with genuine test score card.

The place where I live is not covered by DHL.So in order to get an expedite delivery of the SEVIS receipt I ordered the delivery to the address of one of my friends.Everywhere else however a different address(the one mentioned in my passport)is however mentioned.Can this fact affect my chances of getting a F1 VISA?
