37% (w/w) implies 37g of HCl in 100 g of solution.
37g is 37/36.5 = 1.01 moles HCl.
However, this is dissolved in 100 g of solution not 100 mL of solution. The actual volume present can be determined from the density of 1.19 g/mL.
100 g/V mL = 1.19, therefore the actual solution volume is 100/1.19 = 84 mL.
The concentration is 1.01/84 mol/ml = 0.012 mol/ml
Or, in mol/L this is 1000 x 0.012 = 12 mol/L.
If this had been 37% (w/v) this would have been 37 g HCl in 100 mL solution and no correction for density would have been needed. The concentration in that case would have been 10.1 mol/L
