let us take the age of raja=2x and raghav =x
now,
raja was 4 years younger (2x-4)
raghav was 3 years older (x+3)
then (2x-4)-(x+3)=12
2x-4-x-3-12=0
x-19=0
x=19
2x=2(19)
2x=38
hence raghav age=19 and raja =38,,,, sum =57
