Nowadays we cannot differentiate Plc and Dcs ,we can use
for both variable control & digital control

Answer

We are using 4 -20 ma because we will get linear current
with respect to 24 V,so i most of cases 4-20ma is used.

There is no anyy standard for level of automation,as i know

Level 0: field devices
Level 1: PLC,Dcs
Level 2: Model Servers or main machine to predict online
setpoints
Level 3: Production Planning/MES
Level 4: ERP(SAP)
