it is the responsibility of Principal Employer to make sure
that the contributions towards ESI and PF are remitted to
the concerned authorities on time by the contractors and on
failure of contractor doing so, the principal employer has
to deduct the same from the contractor bills and remitt it
to the authorities. Overall the responsibilitiy lies with
the Principal employer.
