The MTP3 Layer sits below the UP (User Parts) and is known
as the network management functions. It offers two types of
functions:
1- Message handling functions: Use the label (DPC, OPC and
SLS) for:
- Message distribution: This function is used to
distribute the message to the proper UP by means of
checking the destination of the message.
- Message discrimination: This function checks if the
message if the SP is indeed the right receptor of the
message
- Message routing: Used in order to determine the
signaling link on which the message should be routed to be
sent to the destination
2- Network Management functions:
Are used to
- Restore failed links
- Activate idle links
- Deactivate aligned links
- Maintaining service if signaling links or SPs are
lost and in case of congestion (Using Changeover,
Changeback, forced rerouting, controlled rerouting and
signaling traffic flow control)

it is a message identifier and distributor.MTP L3 is responsible for identifying a signaling message's type, and then distributing it up the stack to the correct user part.Another responsibility of MTP L3 at an STP is to route an inbound message back out on the proper link to the proper point on the network.MTP L3 is also the network manager. It performs functions that provide rules and procedures for opening and maintaining links, and also for placing them back into service after a link or point failure.

Message Transfer Part level 3 (MTP3) is the network layer in
the SS7 protocol stack. It routes SS7 signalling messages to
public network nodes by means of Destination Point Codes,
and to the appropriate signalling entity within a node by
means of a Service Info Octet. MTP3 is specified as part of
the SS7 protocol and is also referred to as part of the
B-ICI interface for ATM. MTP3 sits between MTP2 and the user
parts (ISUP, TUP, SCCP and TCAP) of the SS7 protocol stack.
B-ISUP is an Application Layer protocol run over MTP3.
