To activate ActiveX, you usually don't need to manually activate it since it is automatically enabled by Internet Explorer 11. However, if for some reason ActiveX has been deactivated, you can enable it by going to the Tools menu (or the gear icon in newer versions), selecting Internet Options, navigating to the Security tab, clicking on Custom Level under ActiveX Controls and then setting Enable Automation of ActiveX Controls used with Microsoft Office applications or Add-ins to Enable.
