The system manages application volume levels to ensure a good user experience. When an app is playing audio, the hardware volume buttons affect only that specific app's audio output. However, if another app starts playing audio, the volume buttons will adjust its audio output instead. This behavior can be controlled by using MediaElement or MediaPlayer APIs with appropriate settings.
