Flash directly can't create any documents or folders.
Flash want to interact with server side scrips such as php..
then only create docs and folders.

language like asp.net, php, vb.net etc.

flash itsel can not create folder we need
for online version we can use asp php, on local machine we
can use swfkit zinc or adobe AIR for that

Mostly We deal with client side..
If we need to create a document/folder it is possible if we
are using the FileReference through there will be some
download to store in the local meachine. DIRECTLY we cannot
create using FLASH. The securities of Flash Player doesn't
allow to do it.
If it is over the server then server scripts required to
which flash will send the names or data to do the need.
