The DHCP (Dynamic Host Configuration Protocol) works on top of the UDP (User Datagram Protocol), which is a transport layer protocol. The DORA (Dynamic Host Configuration Protocol for IPv6 Routers Advertisement) is an extension of DHCP for IPv6 and handles router advertisements, but it does not work behind a traditional DHCP server.
