No, it is not possible to proceed with a K-3 visa without first obtaining a K-1 visa. The K-3 visa is intended for spouses of U.S. citizens who were approved for a K-1 visa but were unable to enter the United States due to visa processing delays or other circumstances beyond their control. If you did not receive a K-1 visa, you cannot apply for a K-3 visa.
