To achieve this, you can arrange the cows and poles as follows: 1 cow tied to the first pole, 3 cows tied to the second pole, 5 cows tied to the third pole, and so on. This way, each pole is tied with an odd number of cows (1, 3, 5, etc.), and no pole is left empty.
