Are these the required documents interring in UK. The documentation agency name registration-service ask for a fee of 33 euro, are this legal agency in UK?

I have applied for the certificate in accounting which is one year course from San Diego University for Integrative Studies. The Toefl and official transcript is not required for this certificate course but the university will be taking placement english test on arrival there. The university is issuing the I-20 and acceptance letter for F1 visa. I am having a doubt that the US consulate will reject my student visa for not showing the TOEFL score and Official Transcript. My M1 VISA GOT REJECTED WITHOUT A REASON, I didn't get any slip or letter stating the reason for rejection nor there was any sort of rejection stamp on my passport..I just got my passport back.During the interview the officer just asked my my passport,DS-160 Confirmation page,I-20,SEVIS FEE Confirmation page. thats all...I had my financial statements,school certificates but he didn't ask for any of this..at the end of our conversation I asked him is there any other documents he would like to see..and he said no..I was under the impression my visa will be approved. but then i get my passport without visa. now i dont know whome to ask. I tried sending them emails but no reply. Can I just go and meet them straight or Do I have to pay visa fee again, Do I have fill the DS-160 form all over again? what is the correct procedure. since they haven't told me the reason I am all confused now. please I need your help

Hi, I got rejected 3 times for B1 2 years back. but that time i was working for small company. now i am going to appear for the L1 visa. my profile has couple of changes, one is, i am working for a bigger well known company and now i have completed MCA. earlier when i got rejected B1, i only had MBA which is not a technical degree since i am into software development.
