IF i have switchgear with busbar current rating of 1000Amp
35kA then is it necessary to have outgoing breaker kA rating
to be equal to busbar kA rating?

KA rating of any switchgear is depending on fault level of connecting load,so it necessary to calculate the fault current of load than select the switchgear rating,as per my opinion the must be able to clear the fault without damaging it self and healty one feeder also.
