A current carrying conductor rotates only when it is placed in an external rotating magnetic field. Therefore there are two parts in any motor i.e. rotor and stator, one for the purpose of field and other for rotation. although there is a rotating field in a 3 ph transformer the flux and the magnetic field is the same (mutual flux). for the force there should be external magnetic field,current and conductor itself. As there is no external field all the pr and secondary winding do is to induce voltages.
