yes, this happens in FIR filters. In fir filter the series u write is finite. ie. u r truncating an infinite series (ideal) by using a window. if the series is fast converging, u may not have a problem. But if its slow, more terms which u left out will become more important. Such a kind of approximation causes Gibbs phenomenon.

Remember, this happens when the signal has fast transitions. Signal spikes appear.
