Who will be assigning severity and priority for a bug?

Tester has rights to assign the severity and priority for a
bug.Test lead from testing side and Development manager
from development side will review the bug status,if the bug
is really critical and assignment is correct it will be
accepted,if bug is not critical and it is marked high
severity/priority,respective tester will be questioned by
his/her team lead,status will be changed by team lead
accordingly

Hi, this is murthysharma. I need very urgently about some terms which are used in use cases?
