A FILE IS CREATED WITH FIELD LEVEL DESCRIPTIONS IS KNOWN AS
EXTERNALLY DESCRIBED FILE WHERE IN PROGRAM DESCRIBED FILE WE
WILL ONLY GIVE LENGTH OF THE RECORD EX:FLAT FILE
