I have not had this problem all this while anyway for a
motor to burn out running on star delta starter must have a
reason like
too heavy a starting load
quality of winding after rewinding

starters itself including timers and o/l relays

All the starters you have mentioned is for starting and
running the motor. DOL starters are usually used for smaller
motors where the starting current will not affect the
distribution system or the motor itself or the connected
machine, wheres star delta starters are used for bigger
motors and where the winding terminals are available for
such starting, whereas the two speed starter can be only
used if you have a motor with two speed windings.
If your 20kw motor comes with two speed termination than you
can use the two speed starter if not than you may use
inverters where by selecting the frequency you may vary the
speed of the 20kw motor

when the motor is started on star only about 60% of the
full voltage is applied across the motor winding. So the
current used is reduced but enough to start the motor with
the load.Once the motor picks up speed the current used is
reduced further, than the connections is changed through the
starer contactors to delta where the full voltage is applied
across the windings to enable the motor to function fully at
its rated voltage.
so the motor is started star and than run delta to reduce
the starting current.
