it is not because of the pressure of paper dies . by
pouring some water into the cylinder , the amount of air
inside it decreases it means atmospheric pressure inside
the cylinder decreases. whereas the outer atmospheric
pressure remains the same and greater than the internal
pressure. due to this fact the paper dies stick with the
cylinder.

It is because of the fact that upward pressure of our dies
not allow the water to come out.
