My answer is 76.5 rounding due to percentage...
The way the question reads I suppose it could get construed as 30% that do gave as asset, however I believe they are searching for an answer a bit more complex than simple addition.
Using variables...
Town size = 200
Car = 20% = 40
Bike = 10% = 20
33% of car owners have both a bike and a car.
C/b = 33% of 40 = 13
Alter to show owners with bike only is 7
Car only would be 27
Car and bike would be 13
Total = 47 (in numerical form) Which is 47 of 200 and the percentage is 23.5 % of owners that have a tangible asset, therefore 73.5% of the town does not own a bike or car.
