a test plan is a detail document consisting of the scope,
requirements, strategies, responsibilities,deliverables,etc
in a project. each organization has a different templates.
but the test plan content will be the same.
A test procedure is a formal specification of test cases to
be applied to one or more target program modules. they are
executable.
