Pure water has a neutral pH=7. Because of this, the concentration of acid in solution = concentration of base in solution. Therefore, [H3O+]=[OH-]. We have to memorize that Kw=10^-14, but once we memorize this it becomes clear that for neutral water [H3O+]=[OH-]=10^-7 because the product of both equals Kw. Hope this helps!
