To customize the SAP menu screen(1st screen) options for users:
Transaction SU01 is the 'user master' data i.e. the setup of the user.
You can set up the area menu with all the relevant transactions using
transaction SE43 then in SU01 in the 'Defaults' tab you can enter that
menu as the start menu for the user.
