Abinitio elements can be migrated only using the save file.
This is because when we tag the latest versions under a tag like example.tag. It can not be migrated directly to production. So a Save file is made containing the tag. So that it can be migrated easily. All types are abinitio elements will be migrated as SAVE file only.
Note: The latest version is tagged so that it will be deployed in sandbox and be used as the latest version. So tagging plays an important role.
